
CHENGDU, Dec 20 (NBD) -- Last Friday, Lian Weiliang, the deputy director of National Development and Reform Commission, visited China National Petroleum Corporation (CNPC). According to Lian, NDRC is formulating oil and gas reform scheme in the cooperation with National Energy Administration and expecting the scheme to be released by the end of 2016.
Lin Boqiang, the dean of Xiamen University’s China Institute for Studies in Energy Policy, said that two main controversies may result in delay of scheme’s release. One is the divergence of enterprises’ scale. The small scale petroleum enterprise has advantage in domestic competition while the existence of large enterprise is requisite for global market development. The other controversy involves the balancing problem between energy security and efficiency.
