CHENGDU, Aug. 4 (NBD) -- Southwest China's Chengdu city will build around 350,000 apartments for talents and auxiliary housing for new industrial cities, of which 300,000 will be apartments for talents, according to a regulation released by the Chengdu Municipal Government on housing for talents on Thursday.

To attract more talents, Chengdu will offer strong support for them in terms of housing purchase and apartment rental or purchase, Xia Xianyi, Party Secretary and Director of the city's Chengdu Urban and Rural Housing Management Bureau, said in an interview with NBD.

It is noteworthy that to high-end talents introduced through significant investment projects or by government agencies, enterprises, or public institutions, there are even no requirements for household registration and social security payment when it comes to housing purchase.

Talents who are up to the standard of the catalogue of Chengdu's urgently-needed and high-end talents are eligible to rent apartments for talents offered by the government, with the tenancy term being five years, he noted. When the tenancy term expires, they can apply to buy the apartments at the price level back then when they moved in, but they are not allowed to sell the property within five years after the purchase.

An information platform on housing for talents is expected to go live this month, and features overall housing resources planning, housing application, and rental management.

As for housing resources, Chengdu will allocate new land for construction in addition to making the most out of houses in stock and including houses for rental in newly-constructed commercial housing projects.

State-owned development companies will be built to construct housing for talents.

This is a wise move, as state-owned enterprises are better financed than private ones, and are more willing to build houses upon the request of the government, an insider told NBD. Moreover, they are more attractive to talents, he added.
