CHENGDU, Feb. 16 (NBD) -- Carmakers need more time to shift to the new-energy vehicle credits system, the China Association of Automobile Manufacturers (CAAM) said after a discussion with major auto manufacturers.
According to the plan of the Ministry of Industry and Information Technology (MIIT), the interim procedures for parallel management of corporate average fuel consumption and new-energy vehicle credits will come into effect next year.
Persons-in-charge with Volkswagen China and a number of joint ventures told NBD that it is hard to achieve the 8 percent target set in the regulation.
According to the scheme, new energy vehicles' credits should account for 8 percent of an automaker's total in 2018, 10 percent in 2019 and 12 percent in 2020.
Based on feedbacks of carmakers, the CAAM has submitted a plan to the MIIT advising to adjust the percentage to 5 percent in 2018 and 8 percent in 2019, respectively, and to allow carmakers to delay for one year the offset of negative credits for 2018 and 2019.
