The Ministry of Civil Affairs listed Chengdu's Wenjiang District as one of three national innovative experimental districts for neighborhood services and management on Aug 3.

The Jiangning District of Nanjing, Jiangsu province and the Wuxing District of Huzhou, Zhejiang province were also on the list.

Wenjiang stood out for its institutional restructuring. The district has optimized service window layouts and improved consultation procedures in order to balance and refine the services.

The other two districts also have their merits. Jiangning has decentralized the execution of power for equalized services. Wuxing has focused on reinforcing management by establishing committees for services and consultations.

The Ministry of Civil Affairs will set up management systems for innovation areas and evaluate their work according to established standards.
