Tourism is expected to contribute 17 percent to China's poverty alleviation during the 13th five-year plan period. 

The domestic tourism industry earned about 3.9 trillion yuan (about 564.3 billion U.S. dollars) in 2016, up 14 percent year on year. 

In the Government Work Report delivered on Sunday, Chinese Premier Li Keqiang called for improved tourist facilities and services, and for a big push to develop rural tourism, recreational tourism, and "all-for-one tourism." 

A phrase included in the Government Work Report for the first time, "all-for-one tourism" can help break visible walls of scenic spots, invisible "walls" between departments, and the rural-urban dual structure, said Li Jinzao, director of the National Tourism Administration (NTA) of China.

Developing "all-for-one tourism" and ensuring tourism supply depends largely on the reform of institutional mechanisms. 

To increase the role of tourism in poverty alleviation, the NTA has inked cooperation agreements with financial institutions to promote tourism-led poverty reduction projects and financial services, build tourism-related investment project library and investment and financing platform, and integrate regional tourism resources. 

Authorities, meanwhile, are advised to release preferential land policies to support tourism projects in impoverished areas and set up an industry fund to encourage social capital to participate in those projects.
