CHENGDU, Dec. 22 (NBD) -- Chinese legislator suggested adding a provision to China's draft environmental tax law that ensure companies take full responsibilities apart from paying green taxes.

The second edition of China's draft environmental tax law was submitted for panel deliberations at the 25th session of 12th NPC Standing Committee on Tuesday.

The new revision adjusts tax rates for air and water pollutants, and adds regulations concerning Level-1 tax deduction and exemption, but it does not specify whether companies should take responsibilities on ramifications of environmental pollution after they paid green taxes.

Legislator Yun Feng gave a "yes" answer as he believes levying taxes is just a kind of remediation measure and cannot solve environmental issues fundamentally. He advised that polluters should assume dual responsibilities.

At the session, other legislators spoke highly of the revision's improvements, and some of them offered suggestions on the setting of tax rates, scope of taxes, and preferential terms.
