Dec. 12 (NBD) -- The 2nd Plenary Session of the 13th CPC Chengdu Municipal Committee convened from Dec. 9 to 11.

The Session deliberated and passed Decisions by the CPC Chengdu Municipal Committee to Thoroughly Implement Sprit of the 19th CPC National Congress to Accelerate the Building of National Central City Embodying New Development Concept, Decisions by the CPC Chengdu Municipal Committee to Study New Thoughts, Adopt New Philosophies and Implement Main Functional Area Strategy to Build a New, Modern City, and Urban Master Planning of Chengdu (2016-2035) (draft for deliberation) .

The Session analyzed situations and tasks facing Chengdu in a new era and outlined the city's future development with a focus on building a national central city embodying new development concepts.

Three new towns rise up in eastern areas of Chengdu

The southwestern China's provincial capital has issued and implemented several development plans this year.

In April, the city pinpointed the strategy to "develop the east, expand the south, control the west, transform the north, and optimize the central" to its sustainable development.

By developing the east, it means that Chengdu will boost the development of its eastern areas covering several districts and counties including the Hi-tech District, Jianyang, Jintang County, and Longquanyi District.

Following that, administrative committees of Chengdu Tianfu International Aerotropolis, Jianzhou New Town and Huaizhou New Town were set up, speeding up Chengdu's social and economic development on the new fronts.

Xiongan New Area, a future "first-class international city", can be a role model in the process of "developing the east". The city stated clearly on several occasions that it would learn concepts and thoughts from Xiongan New Area and set high starting point and standards when developing its eastern areas.

The same teams that drafted the plans for Xiongan New Area were invited to orchestrate the new urban master plan for Chengdu.

Liao Anfeng, the person in charge of the Party Committee Office and Government Office of the Administrative Committee of Jianzhou New Town, said to NBD that with reference to Xiongan New Area's government structure, the new town sets up five bureaus and one office and executes flat management.

Despite starting from scratch, Jianzhou New Town will gradually build itself into a service center in eastern Chengdu with industry development and city function agglomeration, Liao told NBD.

Liao further explained to NBD that Jianzhou New Town will first construct its infrastructure and draw talents before bringing in industries.

The shift of the developmental sequence from "industry-people-city" to "city-people-industry" reflects the theoretical changes in constructing a new city.

Chen Maolu, director of the Administrative Committee of Jianzhou New Town, told NBD that it's very important for Jianzhou New Town to turn its geographic advantages into transportation strengths so as to achieve interconnection among Jianzhou New Town, Huaizhou New Town, and Chengdu Tianfu International Aerotropolis.

Industrial ecosystem and new economy take shape

The Chengdu National Central City Industrial Development Conference held in this July brought forward the concept of nurturing an industrial eco-system through building industrial agglomeration areas.

The industrial agglomeration areas have already attracted some prominent companies, Chinese smartphone maker Smartisan Technology, for example.

With regard to the reason why Smartisan moved its headquarters here, a person-in-charge from the company applauded the efficient services which Chengdu provides for enterprises, saying that it takes the company only three days to go through all the registration procedures with authorities.

Shi Yuehua, Secretary of the Party Committee of the Chengdu Municipal Commission of Economy and Information Technology, told NBD that the development of new economy entails new changes.

Well-built industrial ecosystem constitutes a city's pillar industry, hence a city's core competitiveness, noted Shi.

Shi further explained that developing industrial ecosystem accords with the global trends and brings high efficiency and yields.

NBD noticed that over the last six months, Chengdu saw accelerated growth of industrial agglomeration areas when the city is constructing the industrial ecosystem and modern industrial structure in an era of new economy.

To promote the new economic development, the Chengdu New Economic Development Conference Committee and other administrative committees were established.

Zhang Xinyu, director of the Chengdu New Economic Development Conference Committee, believed that new economy development is a must-do for a city to transform its economic stimuli, saying to NBD that Chengdu is a great place for the growth of new economy.

When asked about how to promote the development of new economy, Zhang gave the answer of "changing philosophies".

According to him, the provincial capital's government has transformed its working philosophy, from previously administration-oriented approach to one centering on collaborative governance.

To develop new economy and to foster new economic driving forces needs preferential policies and favorlable market circumstances, hence reforms and innovations in government's working approaches.

Enterprises may be most sensitive to such changes. Smart parking company ETCP Group Chairman Tan Long commented at a forum that he was impressed by the efficiency of the Chengdu government.

The rise of a city creates great opportunities for the expansion of enterprises, Tan added.
