CHENGDU, Jan. 3 (NBD) -- China aims to eliminate 800 million tons of excess and backward coal-making capacity and add 500 million tons of advanced capacity annually through replacement and optimization during the 13th five-year period.   

Total coal output in the country will stand at about 3.9 billion tons by 2020. 

These goals are specified in the 13th five-year plan for the development of the coal industry co-released by the National Development and Reform Commission and National Energy Administration. 

An accountability and assessment system will be built to urge local governments and enterprises to slash excess production capacity in the coal industry.
